ABOVE-GROUND TANK REQUIREMENTS

The rules for Above-ground Tank Installation are not conveniently located in any one source, but are scattered through various sections of NFPA-30 & 30A, BOCA, OBBC, & ORC.  They are compiled here as an aid to someone contemplating aboveground storage of fuels.  Since storage of fuels above ground poses many fire risks not associated with underground storage, the rules listed here are usually enforced in a very strict manner.  We recommend that you discuss the entire installation, in detail, with the approval agency that will be involved, before investing any time or money in an above-ground fueling system.  Local building and fire departments have first authority and jurisdiction for this type of installation, provided they have a written permit and inspection system acceptable to the state.  If local jurisdiction does not meet these requirements, the State of Ohio Building Department and Fire Marshal’s offices must be involved with permitting and inspection of the system.   IMPORTANT:  In either case, please see the document at the web address http://www.com.state.oh.us/ODOC/sfm/app/CETANKINSTALL.pdf  regarding requirements for permit application.  Bear in mind that every time a drawing is mentioned, they mean an engineer’s sealed drawing (foundation, electrical, plumbing, etc.).  A local Fire/Building Dept. should be AS strict, if not MORE stringent than the state.  However, this is not always the case.  As a bare minimum, the following list will usually apply.  The document at the above website requires that Adobe® Acrobat® Reader be installed on your computer.  For a free copy of Acrobat® Reader, go to the following site  http://www.adobe.com/products/acrobat/readstep2.html.

Tank must be contained; preferably a fire-rated tank, double-walled “Fireguard” or “Flameshield”. *

Must have a visible gauge.

Must have an overfill alarm or overfill prevention device. **

Must have an acceptable method of monitoring the tank interstice for leakage.

Must have an anti-syphon system, unless the pump/dispenser is mounted directly on the top of the tank.

Must have emergency vents, of adequate size for the tank capacity, on the primary and secondary tanks.

Must have a 2” passive vent on primary tank, at least 12’ above grade level.

Must have spill containment around fill, whether top-fill or remote-fill.

If remote fill, must have a swing check valve and gate valve as close to the fill connection as possible.

Must have a solenoid valve on suction line, as close to the tank as possible.

Must have a pressure relief setup for suction line.

Should have twin suction ball valves, for future maintenance (top and bottom of suction).

Will need a platform for pump, to install anti-siphon valve.

Must have a drop tube for fill.

As a general rule, the following applies (but can differ, with unusual situations):

  • Locate tank 50’ from building, 100’ from property line or public walkway.
  • Collision protection must be adequate and anchored in concrete, leaving at least a 3’ clear space entirely around the tank, for inspection.  If steel bollards are used, no more than 4’ of space can exist between them.   They must be placed on every side of the tank that a vehicle can approach from.  (“vehicle” includes lawnmower).
  • The fueling area must be fenced off.  The fence must be at least 5’ high and located at least 10’ from the tank on every side.  (a variance can be applied for to make fence closer on the side that will be used for fueling).  If the property is fenced on all sides, and secure, the fire dept. may waive the requirement for an additional fence.
  • An emergency shutoff switch must be located at least 20’, but not more than 100’ from the fueling point.  It must be highly visible from the fueling point.
  • A 20# portable fire extinguisher must be mounted outside the immediate fueling area, yet easily accessible.

*  “Fireguard” and “Flameshield” tanks are not interchangeable and do not offer the same fire-rating.  Check with the inspector before assuming which will be acceptable in your application.  A fire-rated tank is required if the dispenser will be installed within 50' of the tank.  A tank simply contained within a dike will not suffice.

** Codes actually call for a method of “positive shutoff” to prevent overfilling.  However, on larger tanks with remote filling, an audible alarm is usually permitted.  (don’t assume – check with the inspector).
